The Freedom of Information Act allows the public to gain access to government records. In other words, anyone is able to submit a written request in order to receive copies of those records and it is the obligation for the United States government to do so. If they do not disclose the information when it has been properly requested, then that government entity is in violation of the Freedom of Information Act.

However, the Freedom of Information Act comes into play in a different way when you are doing something such as filing a Qui Tam lawsuit.
