A rest home for dementia patients continually ignored repeated cases of sexual abuse committed by a 75-year-old male dementia patient against female residents breached healthcare standards. A report by the Health and Disability Commissioner said at least four women were involved in numerous incidents, which in 2003 alone happened on at least 12 occasions. Though the nursing manager claimed she did not know the man's behavior constituted sexual abuse, the report said she had breached patients' rights by failing to act. The doctor, who claimed he had not known the extent of the problem, was criticized for not adequately investigating, and limiting his work largely to patient medication.
